Statement by Administrator Samantha Power

Today, the United States has delivered half a billion COVID-19 vaccines, all donated free of charge, to more than 110 countries in every region of the world—more doses than any other nation. For every shot we have given in the United States, nearly one has been shipped abroad. Today marks an important milestone in reaching President Biden’s extraordinary pledge to donate more than 1.2 billion safe and effective shots worldwide, with no expectations in return.

Today, the U.S. Secretary of State Antony Blinken announced nearly $585 million in humanitarian assistance for the people of Yemen at the 2022 High-Level Pledging Event for the Humanitarian Crisis in Yemen. In recent weeks, life-saving humanitarian programs in Yemen have been halted or forced to scale back significantly due to a lack of resources. This newly announced funding will enable continued provision of life-saving aid for Yemen’s most vulnerable people amid the intensifying conflict and the country’s devastating economic deterioration. The United States remains one of the largest donors of humanitarian assistance to Yemen, providing nearly $4.5 billion since the conflict began seven years ago.

On March 14, 2022, USAID announced the launch of the new Office of Diversity, Equity, Inclusion, and Accessibility, which will report directly to USAID Administrator Samantha Power and will lead USAID’s efforts to advance diversity, equity, inclusion, and accessibility in its workplace and programs in support of President Biden’s ambitious reform agenda. USAID’s launch of this new office will elevate attention to these critical issues, better align and coordinate Agency-wide efforts, and support the continued implementation of USAID’s Diversity, Equity, and Inclusion Strategic Plan, and will help USAID continue to create more respectful, inclusive, and safe environments in its workplace and programs, in support of USAID’s critical and lifesaving global mission.

Eleven years ago, the Syrian uprising began. Peaceful protests demanding reform were met with brutal repression by the Assad regime, sparking a war that has since led to the deaths of hundreds of thousands of people, displaced over 13 million people, and left 14.6 million people dependent on humanitarian assistance to survive. More than a decade into this conflict, countless civilians continue to face significant violence and threats to their lives.

Today, Administrator Samantha Power met with Indian Ambassador to the United States Taranjit Singh Sandhu. Administrator Power and Ambassador Sandhu discussed the latest developments in Ukraine, the urgent need for a ceasefire, and efforts to support the people of Ukraine in the wake of Russia's unprovoked invasion. Administrator Power thanked the Ambassador for India's commitment to providing humanitarian assistance, and expressed the United States’ concern for the welfare of Indian nationals who have been evacuated from Ukraine during the course of the war. Administrator Power and Ambassador Sandhu also discussed responding to the global threats posed by Russia’s war in Ukraine, including to food and energy security.

Today, Administrator Power met with United Nations Office for Project Services (UNOPS) Executive Director Grete Faremo. They discussed coordinated efforts to respond to the humanitarian crisis resulting from Russia’s invasion of Ukraine. Administrator Power shared that USAID has a Disaster Assistance Response Team (DART) based in the region coordinating with humanitarian partners to reach Ukrainians in need and the two discussed ways to increase communications and coordination.

The roots of International Women’s Day began with the early labor movements in the United States and Europe, when women marched and advocated for higher wages and the right to vote at the turn of the 20th century. But International Women’s Day wasn’t officially celebrated on March 8 until Russian women launched a wartime strike on that date in 1917.

Today, on International Women’s Day, Administrator Samantha Power met virtually with members of the U.S. House of Representatives Democratic Women’s Caucus. She began the conversation with an update on the United States’ humanitarian assistance to Ukranians in need, and shared how Russia’s unprovoked invasion of Ukraine has disproportionately affected Ukrainian women and girls. She also provided an overview on the work of USAID’s Disaster Assistance Response Team (DART), who are leading the U.S. humanitarian response to the crisis.

Today at the Global Pandemic Preparedness Summit hosted by the Government of the United Kingdom, Administrator Samantha Power announced that the United States, through USAID, intends to provide $150 million over three years, subject to Congressional appropriations, to support the work of the Coalition for Epidemic Preparedness Innovations (CEPI). The new commitment will support key goals of the American Pandemic Preparedness plan and G7 100 Days Mission by stimulating and accelerating the development of life-saving vaccines and other countermeasures against biological threats, including COVID-19. Once the President’s Budget Request is released, additional information will be shared about how the U.S. will help advance shared goals.

Today, on International Women’s Day, USAID Administrator Samantha Power, along with Secretary of State Antony Blinken and Office of Management and Budget (OMB) Acting Director Shalanda Young, previewed that the President’s 2023 Budget will request approximately $2.6 billion for foreign assistance programs that promote gender equity and equality worldwide, more than doubling the amount requested for gender programs in the prior year. This marks the largest-ever gender budget request and would fund programming led by the U.S. Agency for International Development (USAID) and the State Department, with USAID taking forward the majority of this historic budget request to advance gender equality and the empowerment of women and girls around the world. Administrator Power, Secretary Blinken, and OMB Acting Director Young, joined White House Gender Policy Council Director Jennifer Klein for an event at the White House to mark the historic announcement.

Deputy Administrator Isobel Coleman announced the first two awards under the Middle East Partnership for Peace Act (MEPPA) Partnership for Peace Fund (PPF) today in Jerusalem. These grants will support Palestinian and Israeli private sectors to build partnerships, increase economic growth, and lay the foundation for peace through people-to-people programs.
