Yesterday, Administrator Samantha Power participated in a virtual fireside chat with David Malpass, President of the World Bank Group, at the World Bank Spring Meetings high-level event on Scaling up Vaccine Deployment. They discussed global efforts to turn COVID-19 vaccines into vaccinations, including recent country successes in driving up vaccination rates and examples of progress from USAID’s work in the field. They also discussed what actions are now demanded of all stakeholders, especially to address critical COVID-19 vaccine financing gaps.
Administrator Power, I'm going to start with you. Can you talk about USAID's planned contribution to the World Bank's Childcare Incentive Fund, and how does this investment in this fund in childcare infrastructure further USAID's mission more generally?
On April 28, 2022, the U.S. Agency for International Development (USAID) announced a goal to commit up to $50 million over five years, subject to the availability of funds, to the World Bank’s Childcare Incentive Fund to expand access to quality child care and early learning programs globally.
Today, as part of the catalytic global infrastructure initiative announced by President Biden at the Carbis Bay G7 Summit last year, USAID’s Power Africa announced plans for a new public and private sector alliance that will electrify an additional 10,000 healthcare facilities in sub-Saharan Africa over the next eight to ten years.
I applaud the release of the historic 2022 U.S. Interagency Report on the Implementation of the Presidential Memorandum on Advancing the Human Rights of LGBTQI+ Persons Around the World. The report puts a timely spotlight on affirmative efforts of the U.S. government, in partnership with LGBTQI+ leaders, civil-society organizations, rights advocates, and a range of partners, to defend the human rights and dignity of LGBTQI+ persons in every region of the world and across sectors.
On April 28, 2022, the United States Agency for International Development (USAID) will join the White House Gender Policy Council and National Security Council in hosting Incentivizing Investments in Global Child Care Infrastructure as follow up to President Biden’s values-driven global infrastructure initiative announced at the Carbis Bay G7 Summit last year. USAID and other philanthropic actors will announce a planned substantial commitment to the World Bank’s Childcare Incentive Fund.
The U.S. Agency for International Development (USAID) is providing $100,000 in humanitarian assistance in response to immediate needs in South Africa, following extensive flooding and mudslides throughout KwaZulu-Natal province in the aftermath of Subtropical Depression Issa. To date, the flooding and mudslides have killed at least 435 people, displaced thousands of people, and damaged or destroyed more than 12,000 houses.
Today, the Biden Administration announced that the U.S. Agency for International Development (USAID) and the U.S. Department of Agriculture (USDA) are taking the extraordinary step to draw down the full balance of the Bill Emerson Humanitarian Trust (BEHT) as part of an effort to provide $670 million in food assistance to countries in need as a result of Putin’s unprovoked invasion of Ukraine. The world is suffering from historic levels of global food insecurity, which is being exacerbated by the impact Russia's war on Ukraine is having on global food supplies. Available estimates suggest that an additional 40 million people could be pushed into poverty and food insecurity as a result of Russia’s aggression.
On Thursday, April 28, 2022, as a follow up to the catalytic global infrastructure initiative announced by President Biden at the Carbis Bay G7 Summit last year, Power Africa and USAID will host a high level leadership roundtable discussion on the Healthcare Electrification and Telecommunication Alliance, a new partnership that will enhance health services and assist in COVID-19 response efforts through reliable, sustainable, and affordable electricity across Sub-Saharan Africa.
Today, as part of President Biden’s initiative to strengthen global infrastructure, USAID launched Digital Invest, a new blended finance program that seeks to mobilize private capital for digital finance and internet service providers (ISPs) serving traditionally excluded consumer populations worldwide.
Today, Administrator Samantha Power met with Nick Clegg, President of Global Affairs for Meta, to discuss Meta’s efforts to combat misinformation and disinformation. During the meeting, Administrator Power discussed USAID’s support for strengthening information integrity and civil society organizations working to combat coordinated disinformation, including falsehoods propagated by the Kremlin and its proxies about Russia's war in Ukraine. Administrator Power and Clegg discussed opportunities for Meta to enhance engagement with governments and civil society in countries that face especially severe mis- and disinformation threats, as well as areas for future investment to build the resilience of digital information ecosystems in these countries.
Today, Administrator Samantha Power met with the Vice President of the Republic of Malawi, Saulos Chilima. Administrator Power and Vice President Chilima discussed the impacts that Tropical Storm Ana and the Ukraine-Russia conflict have had on Malawi and the importance of public sector reforms.
On April 26, Administrator Power met the Mayor of Warsaw, Poland, Rafał Trzaskowski to discuss the ongoing flow of refugees from Ukraine into Poland, now numbering nearly 3 million people. Administrator Power thanked Mayor Trzaskowski and the Polish people for their tremendous generosity and continued assistance for Ukrainian refugees who fled Russia’s brutal invasion and are now living in Warsaw and other Polish cities. The two discussed opportunities for the United States and the international community to further support Polish cities welcoming refugees, especially in providing access to education. The Administrator also noted Poland's support in hosting USAID staff and operations where teams are continuing work on development programs and humanitarian assistance for Ukraine. The Administrator expressed continued support for the strong ties between the United States and Poland.
On Wednesday, April 27, 2022, as part of the values-driven, high-standard, transparent, and catalytic infrastructure initiative announced by President Biden at the Carbis Bay G7 Summit last year, Administrator Samantha Power will launch USAID’s new Digital Invest program.
On April 25, Administrator Samantha Power and Honduran Minister of Foreign Affairs Enrique Reina discussed shared priorities and ongoing collaboration to address the root causes of irregular migration, including by creating economic opportunities, strengthening democratic governance, and addressing violence against women.
Today in Geneva, the United States announced more than $200 million in additional assistance to respond to humanitarian needs in the Horn of Africa, including from the devastating drought and to address the needs of refugees, internally displaced persons, and conflict-affected population in the region. This assistance, through the U.S. Agency for International Development (USAID) and the U.S. Department of State will help save lives in Ethiopia, Kenya, and Somalia, where more than 20 million people are projected to need emergency food assistance this year following two years of inadequate rainfall in a region dependent on agriculture and livestock to survive.

Today, Administrator Samantha Power met with Dr. Rania Al-Mashat, Egyptian Minister of International Cooperation, to discuss shared priorities and discuss USAID’s strategic partnership with the Government of Egypt to pursue shared development goals.
Malaria, one of the world’s oldest pandemics, was eliminated from the United States 70 years ago, and today, for most Americans, a mosquito bite is a mild irritation. But for nearly half of the world’s population, a mosquito bite can lead to severe illness or death. Of the 241 million malaria cases in 2020, 627,000 led to death, the majority of them young children. In fact, across the world, a child dies of malaria almost every minute.
Yesterday, Administrator Samantha Power met with Ken Ofori-Atta, Ghana’s Minister of Finance, to discuss a range of USAID’s development programs in the country and the urgent need to address rising food insecurity around the world. The Administrator and the Minister spoke about the urgent need to address food insecurity as Putin’s war in Ukraine causes prices to spike and more people to go hungry. Administrator Power outlined the recent launch of the U.S. Strategy to Prevent Conflict and Promote Stability and how USAID will work with Ghana and its regional neighbors to address the increasing pressures of violent extremist organizations.
